She has extensive experience providing micro, and macro level services, as an Administrator, medical social work, psychotherapist in the fields of behavioral health, criminal justice, hospice, home care, addictions, EAP. Her career is highlighted by a series of advancements with increased breadth and depth of responsibility because of her consistent track record of success. During her career, she has succeeded in achieving program objectives by providing strategic insight for executing organizational goals year-over-year. In recent years, she has been involved in several vital programs and process improvement initiatives as an Administrative Director of the Baltimore City Circuit Court, and Baltimore City Juvenile Court, (CMET) Court Medical Evaluation Team.

She worked at the Military and Family Life Counselor (MFLC) as a Licensed Clinical Professional Counselor (LCPC) and Magellan Federal, Fort Detrick, Frederick, MD, where she provided confidential, short-term non-medical counseling to service members and their families under the Department of Defense program. She has also contributed her skills at Classen-Miller & Associates, North Bethesda and Rockville, MD, and Washington Nutrition and Counseling Group, Bethesda, MD & Washington, DC, where she provided individual and family tele-mental sessions within a clinic setting as an independent LCPC. In addition to her clinical work, she was responsible for clinically supervising LGPCs and managing her caseload. Subsequently, she served as a Clinical Supervisor/Treatment Services Coordinator at Hagerstown Treatment Center, New Seasons (formerly known as Colonial Management) in Hagerstown, MD, where she played a crucial role in identifying the clinical needs of patients, providing clinical supervision to counselors, auditing patient records, and ensuring compliance with federal confidentiality and HIPAA regulations. Kimberly assumes the role of Clinical Supervisor for all LMSWs and LGPCs requiring clinical supervision, offering invaluable guidance and mentorship to emerging social work professionals and certified professional counselors. As a Maryland board-approved supervisor for social workers and certified professional counselors, Kimberly plays a pivotal role in fostering the growth and development of future practitioners in the field.
Beyond her duties as a clinical supervisor, Kimberly is the proud proprietor of KimCares Wellness Services, LLC, a specialized therapeutic practice committed to serving its community.
During her tenure as a school Social Worker at DC Public Schools, Kimberly provided Individual Therapy, led group therapy sessions, completed all necessary documentation, including progress notes and Individualized Education Plan (IEP) details, offered crisis intervention to students, chaired 504 Annual & Tri-Annual Review Meetings as a 504 Coordinator, facilitated family Engagement Events and Family Support Team Meetings, and provided Staff development training on trauma-focused practice.
With extensive experience in delivering therapeutic services to individuals, couples, and groups, Kimberly boasts a diverse and rich clinical toolbox. Raquel is a highly skilled and versatile Social Worker with extensive program management experience. She holds a Master’s Degree and has many years of success in improving the lives of a diverse range of clients through focused and compassionate guidance and advocacy.
Raquel’s educational journey towards becoming a Licensed Master Social Worker (LMSW) began at the University of Maryland in Baltimore, Maryland, where she earned her M.S. in Social Work in 2011. She obtained her licensure. She also holds a B.A. in Political Science from Delaware State University in Dover, DE, where she was a member of the Pi Sigma Alpha Honor Society. Her academic achievements have laid the foundation for her impressive career.
Her expertise spans a wide range of areas, including counseling services, case management, office management, crisis intervention, program development, and training. Raquel is known for her ability to work independently and as part of multidisciplinary teams, consistently achieving success through her responsible and rapport-building approach. She is a great communicator and listener, always approaching others with a compassionate and respectful attitude. Raquel’s professional certifications and memberships include Family Tree Child Abuse Certification, UNICEF member since 2008, Welfare Advocates (Associate Member), and Pi Sigma Alpha Political Science Honors Society.
In her many years in the mental health field, Raquel has served as a licensed psychotherapist, providing psychotherapy services to a diverse clientele, including individuals, children ranging from 5-18 years old, and families. Her primary approaches include Motivational Interviewing, Cognitive Behavioral Therapy, Dialectical Behavioral Therapy principles, and Trauma-informed care. She provides referrals to community resources and individualized care, collaborating closely with psychiatric rehabilitation support services.
One of Raquel’s significant roles in the past was as a Clinical Social Worker at the Johns Hopkins Hospital, where she provided acute psychological and behavioral stabilization and supported geriatric patients with mental illness during acute episodes. She utilized solution-focused therapy principles to address psychosocial needs, worked with patients’ families and support systems, and facilitated safe community re-entry. Raquel has also worked for the Baltimore County Department of Aging, where she provided daily consultation to staff at senior centers, addressing mental health matters involving members. She conducted and facilitated groups focusing on mental health topics and played a crucial role in the Aging Mastery Program for seniors.
Throughout her career, Raquel’s key accomplishments include employing motivational interviewing techniques to determine appropriate client treatment focus, handling daily crisis intervention with families, building treatment plans, and paving the way for clients to overcome their fears and improve their lives. Her counseling and networking efforts with outside medical assistance providers have been instrumental in meeting clients’ needs. She has also facilitated various programs, including the Strengthening Families Parenting Training Program, at esteemed institutions like Sheppard Pratt Health Systems and Johns Hopkins Medical Systems.
